SACRAMENTO — The budget-strapped Sacramento City Council and Sacramento County Board of Supervisors are mulling how to ease California’s state of emergency by restoring some service cuts and raising taxes.
The proposed cuts involve a breakdown of Sacramento’s 4,000 parking spaces into an in-town and an out-of-town parking system. The proposal would impose a citywide pay-by-the-hour parking system for cars parked within the downtown and North Sacramento Business Districts. It would also create a special license for people who want to park within the downtown Central Business District.
The board also is looking at raising the sales tax by.25 cent, taking it from 13.12 percent to 13.37 percent. The countywide sales tax now averages 8.8 percent.
The board has budgeted an extra $75 million for road repairs because of cuts made by the state in its funding.
The board also is considering cutting services by $2 million to $4 million and raising car tax by $4 per car, which would amount to $48 million annually. That would rise to $96 million in 2021.
The amount of money collected from the increased car tax is based on the average price of a license plate and the sales tax, based on actual collections for the past 12 years.
Sacramento County voters this month approved Measure M, which raised sales and car taxes for road repairs.
The city and county want to work together to lower the cost of road repairs, said Keith Golden, a Sacramento County spokesman.
“We are working cooperatively with the city and the county in general to do something that is fair to the taxpayers and something that can be accomplished in the reasonable amount of time,” Golden said. “With the city and the county working together, we can get done what we need
